Typhoon Ragasa: authorities in Shenzhen, China, plan to shelter 400,000 people

Emergency services in the southern Chinese megalopolis of Shenzhen have announced plans to evacuate 400,000 people in the wake of super typhoon Ragasa, which was in the Luzon Strait between southern Taiwan and the northern Philippines on Monday afternoon.
“The city plans to relocate and resettle around 400,000 people, starting with those living in temporary shelters, in low-lying areas and by the sea,” said Wang Changxiao, director of disaster prevention services at Shenzhen's emergency management bureau, in a message posted on social networks on Monday.
