Everything indicates now that there was only one person who committed this act, said police official Tore Barstad at a press briefing. However, the police force has been reinforced in the capital to deal with other incidents, he added, without specifying whether it was a terrorist act.
Police received the first reports at 01:14 a.m. and the suspect was arrested five minutes later, he said.
The shooting occurred near the gay club London Pub, the jazz club Herr Nilsen and a takeaway food outlet.
Police officials have gathered to consider the impact of the shooting on the Pride march scheduled to take place Saturday afternoon in Oslo.
Of the 14 injured, eight were transported to hospital and six others were treated by a medical hotline. Some are described as seriously injured, others as more slightly injured, said police officer Tore Barstad.
Generally peaceful, Norway was the scene of bloody attacks on July 22, 2011 when right-wing extremist Anders Behring Breivik killed 77 people in a bombing of the government headquarters in Oslo and a shooting at a rally of young Labour Party members on the island of Utoeya.
